::All in all, this is a rather poor photo of a person for use in an infobox. The blurring (caused by someone very close to the camera being caught in the picture) is merely a minor secondary issue. Hopefully a better photo can be found. To directly answer your question... *anything* can be done. The real question is, is the improvement really worth the time and effort? :::Once a part of an image has been blown all the way to pure white (255,255,255) there is no detail to recover. It's just one solid color. Sometimes there is some faint detail that can be enhanced, but in this photo, such as the handle on the mug and the brightest bits of reflection, it's simply pure white. Lost or desired detail would need to be redrawn or cloned. The white bits of reflection would need to be edited out. In some areas this is not a problem. In the more complex areas such as the label, it may be more trouble than it's worth. Verdict... unless someone wants to dig into a photo of a beer bottle for a while, we'll just have to live with it as it is. It's really not so bad. :::::On a number of occasions I've seen requests to improve an image with the intent to make it featured picture worthy. Personally, I think this is largely a waste of time and a poor allocation of volunteer time. The standards for a featured picture are pretty high and a featured picture usually starts off being a great image rather than an average image trying to be great. I think it's far more useful to take faulty ordinary images and improve them to an encyclopedic standard rather than rummaging around for decent (but average) images where we might make miniscule and tedious improvements for no other purpose than *maybe* having a shot at a featured picture tag. I generally do basics (cropping and colour adjustments) myself before uploading, but a couple of things like getting rid of distractions in the background are beyond my capabilities.
