:Its hard to prove a negative, but I searched LexisNexis for the phrase "cognitive tempo" appearing in the Times since 2009 and found a couple of mentions (a derisive article about a proposal to add "cognitive tempo disorder" to the DSM and a few letters to the editor about that article) but nothing that seemed like it would be a copyvio.
