To my eye it's someone's paper on musical expressionism, perhaps an advanced undergraduate or masters-level student. Note all the grammatical errors, "it's", and other infelicities. Using Google all I find are Wikipedia knockoffs, but it's been online for a long time. It is possible that the posting anon wrote it for Wikipedia, although it is rare to see a slab of new text that size.
