:: Neither arbitrary nor capricious. The basis for inclusion is common on Wikipedia lists: notability. If there is an article, it may be included here. Not all lists follow this guideline, but many do. If it were not enforced we would have an inordinately long list of small projects that aren't useful for the broad public. This isn't a stand-alone list either since that is simply a short section listing the tools. All of the most popular and readily available tools, according to the tools surveys I have seen, are listed here. Which tools do you think are missing?
