Actually, the partition-of-unity idea is only one part of the X-FEM. The X-FEM was the first to introduce the concept of introducing geometric features, such as cracks or voids, that are not explicitly meshed. This idea is combined with the PUM to form X-FEM. The article doesn't explain in much detail how this method differs from standard finite elements.
