Please provide indexing "table-of-contents"-like functionality: It raises the question of what the unit of presentation would be for a Flow structured discussion
Discussion structures: The first step seems to be getting the workflows ''documented''

:::::::So, a couple of points. The first is that part of this work is not new. Let's take the workflow of...closing a discussion, say. For me to close a discussion, I add templates to it - templates that can incorporate (extended) parser functions, which technically constitute a Turing-complete language we had to turn off, iirc, looping, because massive drain. So our implementation isn't Turing-complete, but the language is and are maintained and structured by the editor community. What we're talking about here is ambitious, in the sense that we've never had a language users can write in that actively interacts with the software before - that creates workflows which integrate with MediaWiki properly. But part of the work (users being willing to write and then maintain these workflows) is not new; it's something that happens all around us, right now. It just isn't something MediaWiki really knows about.
:::::::In terms of pleasantness, these are not things most users will have to interact with, much like the process of writing templates (as opposed to the process of using them); as Spectral sequence writes, the initial implementation process is likely to be handled by experienced users used to dealing with this sort of thing, as is the maintenance. ::::::::Indeed. And since this is work that has already been done, you'll be asking users to do it all over again, so you'll have to explain pretty convincingly why it's so important. The first step seems to be getting the workflows ''documented'' since that's of value in itself and a good halfway-house towards the codification.
