Based on the feedback above, the way I've implemented it is as follows: Usage of the template in the wikitext doesn't change at all (so no worrying about substing anything). If all of the pages the request affects are at the same protection level (which is vacuously true if it only affects one page), and that level is not "unprotected", and the new "force" parameter isn't set, then the template behaves in both display and categorization as if it were called with the correct protection level.
