That guideline would apply if they were considering creating an article about their reader, but doesn't apply when just mentioning it in an article. From the guideline's nutshell summary: "The notability guideline does not determine the content of articles, but only whether the topic should have its own article." To be mentioned in an article, a fact needs to be [[WP:V|verifiable]] and relevant. I think [[User:AlexAtEbooks|Alex]] has established that their app is a thing, and belongs on this list.
