The article claims ELF has been developed by USL, but it rather was an initiative from Sun Microsystems to abandon both a.out and COFF on SVr4. I've been on a talk from Bill Joy in December 1988 at the Sun User Group Conference where he even explained details of ELF before the Svr4 project begun.
