Formal shape was given to the idea of a National Level Institute in the Rural Backdrop of the Longowal Village, 1989. Shri [[Arjun Singh]], Then Honorable [[Ministry of Human Resource Development (India)|Ministry of Human Resource Development]] (MHRD), Government of India lays the foundation of the Institute,1991.<ref name="Institute History">{{cite web|url= http://punjab.indiaresults.com/sliet/|title= Inaugrated by Arjun Singh |accessdate= 16 Oct 2012 |publisher=SLIET Academics Dept, Indiaresults.com}}</ref> The institute was formally inaugurated on 20 December 1991 in the memory of the late [[Harchand Singh Longowal]].

The institute commenced Certificate and Diploma programmes in the year 1991 and subsequently the Degree programme in the year 1993. The Post Graduate Courses in four disciplines commenced in the year 2003.<ref name="History">{{cite web|url= http://mhrd.gov.in/technical-education-7|title= Institute History |accessdate= 30 Sep 2014 |publisher=Ministry of Human Resource Development}}</ref> All Degree Programmes were Accredited by the [[AICTE | All India Council for Technical Education]],2003 & Impact Assessment and Review conducted by [[Educational Consultants India|EdCIL]],2004.
