The [[Swiss Federal Railways]] number certain classes of rolling stock from zero, for example, [[SBB-CFF-FFS Re 460|Re 460]] 000 to 118.

A simple explanation is that the numbers between 0 and 1 still need to be counted sometimes: e.g.:.22, .56, .78, etc.

If counting starts at 1, then the numbers between 0 and 1 would not be counted as they should be.
