Such blocks generally are imposed when a user continues to vandalize after a final warning (corresponding to a level 4 warning template) but this is a guideline, not a hard and fast rule. You may want to consider unblocking a user in a number of circumstances. These can include:
* The blocked user writing an appropriate [[WP:GAB|unblock request]]
* The block has been discussed on the [[WP:AN|Administrator's noticeboard]] or the [[WP:ANI|Administrator's noticeboard for incidents]] and you believe there is a consensus to unblock
* The user wants to take the [[WP:OFFER|standard offer]]
