All users can create editnotices for their user and talk pages but only [[Wikipedia:Administrators|administrators]] and [[Wikipedia:Template editor|template editors]] can create or edit editnotices in other namespaces. Thus, to request this template be added to an article or other page in a restricted namespace, you can make your request at its [[Help:Using talk pages|talk page]], using the template {{tl|adminhelp}}.
