::::Blue-yellow colorblindness is a good deal rarer than red-green colorblindness, and blue-yellow is as strange to me as red-green is to normal people, so I can't give you a solid answer on what they perceive. While the stripes make it distinguishable at full resolution, they make the governorate/state boundaries much harder to see, and you won't see the stripes at lower resolutions; either they're not noticeable at all, or they make the image look "fuzzy" and reduce its perceived quality without improving visibility for someone who can't see the colors. If you're concerned about blue-yellow, I think a better option is changing the darkness of the different regions, since even a totally colorblind person would see the four regions as four different (and thus distinguishable) shades of grey.
