The discussion in that RM also contains references to many similar RMs with consistent outcomes. A formal title is capitalised as a [[proper noun]] when in the ''singular'' form as a formal title held by only one person (as in the article title [[Lord Mayor of London]]). In the plural, it is describing a group of people, not a single person, so it is not a proper noun in that form and should not be capitalised. The singular/plural distinction is explicitly discussed in [[MOS:JOBTITLES]].
