Bell is the son of economist Harold Bell and art historian Pamela Bell. He grew up on the North Shore of Sydney attended four schools, Balmoral Infants, Mosman Primary, Neutral Bay Opportunity and [[Sydney Grammar School]]<ref name="nsw.gov.au"/>.
