You've picked the wrong place to ask that question, as I don't make the rules. I just try to make sure both sides follow whatever rules have been agreed upon. The undeniable fact is that people will try to cheat by using multiple accounts, and the rules exist to reduce this, although it can never be fully prevented. No personal offense should be taken.
