Over the Edge 1999 è stata la seconda edizione di questo PPV prodotto dalla World Wrestling Federation (WWF). L'evento si è svolto il 23 maggio 1999 alla Kemper Arena di Kansas City, nel Missouri. Durante il PPV c'è stata la morte di Owen Hart. Owen Hart con il ring name "The Blue Blazer" stava assumendo le caratteristiche comiche di un supereroe fallito. L'idea per il suo ingresso era quella di farlo calare dal soffitto appeso a una corda: a pochi palmi dal ring Hart avrebbe fatto finta di impicciarsi con il meccanismo e sarebbe caduto faccia a terra. Hart è precipitato da 24 metri d'altezza e colpì il turnbuckle con il petto schiantandosi nel ring. Hart fu portato all'ospedale e fu dichiarato morto, durante il ppv Jim Ross annunciò la morte di Owen Hart dicendo queste parole

A Backlash del 25 aprile, The Undertaker ha rapìto Stephanie McMahon, la figlia del chairman Vince McMahon. Nelle puntate di Raw is War successive all'evento, "Stone Cold" Steve Austin ha interrotto il matrimonio nero tra Undertaker e Stephanie McMahon salvando quest'ultima. Ciò ha portato a una faida tra The Undertaker e Steve Austin per il WWF Championship di Austin. Nella puntata di Raw is War del 3 maggio, The Undertaker ha gettato Austin sotto lo stage e due settimane più tardi Undertaker ha crocifissato Austin.
