Project idea

What is the problem you're trying to solve?

There is a similar problem in two different scales :

  1. (small scale) The NGO Louvain Coopération (website info) and its multimedia department, are thinking to share NGO's capitalization through the web and use digital tool and communication in international cooperation context. But until now, connection and cooperation between wikimedia movement and this institutions doesn't exist while a win win collaboration could be possible.
  2. (large scale) The Belgium Federal Public Service Foreign Affairs start a grant submission for a called "D4D" project "to promote close and strengthened partnerships between the EU and its member States as well as other key stakeholders, notably the private sector, civil society, and other donors and multilateral organisations that are active in the ICT sector, in order to enhance the positive impact of ICT on development"(website infos : English - French - Dutch). But until now, connection and cooperation between wikimedia movement and this institutions doesn't exist while a win win collaboration could be possible.

What is your solution?

  1. (small scale), starting Wikimedia in residence actions in Louvain Coopération NGO with the author of this grant who is long term on line/off line wikimedian contributors/volunteer, administrator on fr.Wikiversity, and actually working full time in the NGO as employee since the first of March for 18 months.
  2. (large scale), using the collaboration between wikimania and Louvain coopération as example for lobbying in Belgium cooperation administration for including wikimedia movement as partner within D4D project.

  • Global goals for the two scale problem
    • Transfer a larger part of the some of knowledge from the w:fr:Louvain Coopération NGO and potentially all Belgium NGO to Wikimedia projects.
    • Involve Belgian cooperation stakeholders in the use of wikimedia projects.
  1. (smal scale)
    1. Establish a Wikimedian in residence program within Louvain Coopération
    2. Involve Louvain Coopération staff in the use of wikimedia projects.
    3. Transfer a larger part of the some of knowledge of Louvain Coopération NGO.
    4. Sharing this knowledge with global south population with existing toll or programs as Kiwix and Wikipedia zero.
  2. (large scale)
    1. Convince the Belgian Belgian Federal Public Service Foreign Affairs to collaborate with Wikimedia movement within the D4D project.
    2. Involve Belgian cooperation stakeholders in the use of wikimedia projects.
    3. Transfer a larger part of the some of knowledge of Belgian NGO.
    4. Sharing this knowledge with global south population with existing toll or programs as Kiwix and Wikipedia zero.

With Federal administration (large scale)

Already done :

  • Contact and discuss with Adviseur of the Belgium Deputy Prime Minister and Minister for development cooperation Alexander De Croo is done for checking the political and cooperation actors interest about Creative commons licence and collaboration with Wikimedia movement.

In future :

  • Lobbying to make Wikimedia movement partner of the D4D project using cooperation between Louvain Cooperation NGO as example.
  • Start a new grand submission to support financially the D4D project (150.000 € will be founded by Belguim state to support D4D project but 20 % of this budget have to be found as co-founding for running the project).
  • Present the Wikimedia movement to Belgian NGOs staff whom joined the D4D project is done with report and press coverage.
  • Individual help for ONG's services staff is done to involve ONG's staff in wikimedia project (metric table needed at time).
  • Belgian NGO's files compatible with CC.BY.SA 4.0 licence are uploaded on Wikimedia commons (metric table needed at time).
  • New articles on wikimedia projects are created by Belgian NGO's staff (metric table needed at time).
  • The use and promotion of Wikipedia zero, Kiwix and/or other projects and tools with Belgian NGO's global south public is reported by public report and press coverage.
