Measures for Evaluation is a guide for individuals, organizations, grantees, or anyone involved in the Wikimedia movement who wants to evaluate their programs. It is a matrix of suggested measures organized by program goals.

There are three overarching goals: (1) Increase participation, (2) Add Quality Content, and (3) Expand Wikimedia's Reach and Readership. These goals are aligned with the Wikimedia movement strategic plan, with additional guidance from research and analytics about the movement. Under each of these goals is a list of Levers for Change or potential strategies for achieving the main goal. None of these levers for change have a complete list of measures and not all measures have tools.
