The 2007 NBA Draft will be held on June 28, 2007 at the Theatre at Madison Square Garden in New York City and will be broadcast in the United States on ESPN.

Draft order

The first 14 picks in the draft, belonging to teams that had missed the 2007 NBA Playoffs, were determined through a lottery held on May 22, 2007. The remaining first-round picks and the second-round picks were assigned to teams in reverse order of their win-loss record in the 2006-07 NBA season.

Teams without a Draft Pick

These teams do not have a Draft Pick in the 2007 NBA Draft:

  • Denver Nuggets
  • Toronto Raptors
  • Cleveland Cavaliers
  • Indiana Pacers

Lottery

Teams were in the 2007 draft lottery either by being eliminated from playoff consideration or through prior trades with non-playoff teams. The NBA performed a tie-breaker on April 20 to determine which teams get which picks.[1] The lottery was held on May 22, 2007 in Secaucus, New Jersey.

Fourteen ping-pong balls, numbered from one to 14, were placed in a bin to create 1,001 four-ball combinations. Each team was assigned a set number of four-ball combinations based on their won-loss record during the 2006-07 NBA season. Combinations were drawn to determine the top three picks, and then the remaining spots were assigned to the remaining teams based on their win-loss records.[2]

The first 14 picks were awarded as follows (with the winning lottery numbers for the top 3 picks).[3]

Despite having the three highest probabilities of earning a top-three pick, the Memphis Grizzlies (.643 probability of drawing a top three pick), Boston Celtics (.558), nor Milwaukee Bucks (.468), received a top-three pick. Mathematically, this situation occurs only 8.4% of the time.[4] Memphis, Boston and Milwaukee received the fourth, fifth and sixth picks, the lowest possible picks they could be awarded through the lottery.[5]

Eligibility rules

Beginning with the 2006 draft, high school players are not eligible for selection. The collective bargaining agreement between the league and its players union raised the age limit for draft eligibility from 18 to 19.[7]

  • All drafted players, regardless of nationality, must be born on or before December 31, 1988 (i.e., they must be at least 19 years old during the calendar year of the draft).
  • Players who graduated from a United States high school, regardless of nationality, must be at least one year removed from high school graduation.[8]

Underclassmen declaring for the draft

Players at U.S. colleges automatically become eligible upon finishing their college eligibility. Underclassmen had until 60 days before the draft[8] (in 2007, this fell on April 29)[9] to declare eligibility for the draft, and had until 10 days before the draft[8] (i.e., June 18)[10] to withdraw and retain their college eligibility. However, a player will lose his eligibility if:

  • He signs with an agent.
  • He has declared for and withdrawn from a previous NBA Draft. Although the NBA collective bargaining agreement allows a player to withdraw twice,[8] the NCAA only allows a player to withdraw once and retain college eligibility.

International players declaring for the draft

These are players born between January 1, 1986 and December 31, 1988 for whom all of the following are true:[8]

  • They have lived outside the United States for at least three years prior to the draft while playing organized basketball, either as an amateur or professional, outside the U.S.
  • They have never enrolled at a U.S. college or university.
  • They did not complete high school in the U.S.

International players become automatically eligible for the draft in the calendar year that they turn 22; younger players must declare for the draft, with the same deadline as for U.S. college players. These players can withdraw from the draft as well; while preserving U.S. college eligibility is not an issue for the vast majority of such players, who are ineligible for college play as professionals, they may have contractual or personal reasons for withdrawing. The NBA released the list of international early entrants as part of its official release of the early entrants list on May 4.[11]
