जनवरी २०१७ में, हम, विकिमीडिया आंदोलन के हिस्सेदारों ने, हमारे सामूहिक भविष्य के बारे में एक महत्वाकांक्षी चर्चा शुरू की। हमने अपने पिछले सोलह वर्षों के बारे में सोचने का निर्णय लिया और अगले दशक में दुनिया में हमारे द्वारा डाले जाने वाले प्रभाव की कल्पना की। हमारा उद्देश्य आम रणनीतिक दिशा की पहचान करना था जो २०३० तक हमारे आंदोलन में लोगों को एकजुट करेगा और प्रेरणा देगा और निर्णय लेने में हमारी सहायता करेगा।

दिशा: हमारी कल्पना का भविष्य

२०३० के लिए विकिमीडिया आंदोलन की रणनीतिक दिशा मुक्त ज्ञान तक विश्व के रास्ते में सड़कें, पुल एवं गाँव बनाना है। हम, विकिमीडिया आंदोलन, कई अलग अलग तरह से भरोसेमंद ज्ञान को बनाने और उस तक पहुँचने के लिए उपकरणों और नींवों का निर्माण करेंगे। लोगों और प्रणालियों के हमारे नेटवर्क मुक्त मानकों और संरचनाओं के माध्यम से ज्ञान साझा करने के लिए व्यक्तियों और संस्थानों से जुड़ेंगे, और खुलेपन और सहयोग की यात्रा में उनका समर्थन करेंगे। हम स्वतंत्र और मुक्त ज्ञान में साझाकरण, परिपालन और भागीदारी बढ़ाने के लिए एक अग्रणी अधिवक्ता और भागीदार होंगे।

एक आंदोलन के रूप में, हम उन मजबूत, स्थायी समुदायों के माध्यम से इकट्ठे होंगे जो हमें योगदान देने के लिए प्रेरित करते हैं। हम हर जगह से उन लोगों का स्वागत करेंगे ताकि कि मानव विविधता का प्रतिनिधित्व करने वाले ज्ञान का निर्माण कर सकें। ऐसा करने से हम दुनिया को और खुद को बेहतर समझ कर मानव प्रगति में योगदान देंगे।

विकिमीडिया की सीमाएँ: हमें क्या सुधार करना चाहिए

भविष्य के लिए संरचनाएँ

विकिमीडिया की वर्तमान शक्तियों और सीमाओं का विश्लेषण इस आंदोलन के शुरुआती वर्षों के आकार की तस्वीर को चित्रित करता है। विकिमीडिया को भविष्य में प्रासंगिक रखने के लिए, हमें सुधार करना होगा और परस्थितियों के अनुकूल बने रहना होगा, पर इसके साथ ही हम कौन हैं, हम क्या कर रहे हैं, इस बात में कोई समझौता नहीं होना चाहिए।

ऐसी दुनिया में जो अधिक से अधिक जुड़ रही है, वहां सामाजिक और तकनीकी संरचनाओं में निवेश केवल एक अस्तित्व तंत्र ही नहीं बल्कि यह एक रणनीतिक लाभ है। ऐसा करने से हम ज्ञान के बड़े नेटवर्क में हमारी जगह को सुनिश्चित करते हैं, और इसका एक अनिवार्य हिस्सा बन जाते हैं। ऐसे हम सीमित संसाधनों के साथ हमारे प्रभाव को बढ़ाते हैं।

इन संरचनाओं के साथ हम मुक्त ज्ञान की और विश्व की यात्रा में सभी को जोड़ना का कार्य करते हैं।

निहितार्थ: २०३० तक हमारा लक्ष्य

२०३० तक, विकिमीडिया मुक्त, सहभागी ज्ञान के लिए एक सार्वभौमिक आधार होगा।

मुक्त ज्ञान के लिए बुनियादी ढाँचा: हम व्यक्तियों और संस्थाओं को मुक्त मानकों, प्लेटफार्मों और डेटासेट के माध्यम से भाग लेने और साझा करने के लिए सशक्त बनाएँगे। हम संस्थानों और समुदायों में मुफ्त ज्ञान को साझा और उसका आदान-प्रदान करेंगे। स्वतंत्र और मुक्त ज्ञान में सृजन, परिपालन और प्रसार को बढ़ाने के लिए हम एक अग्रणी अधिवक्ता और भागीदार होंगे।

एक विश्वकोश, और उससे भी अधिक: डिजिटल प्रारूपों, उपकरणों और अनुभवों में, हम ज्ञान को सबसे प्रभावी तरीके से उपलब्ध करवाने के लिए हमारी बदलती दुनिया के लिए अनुकूल होंगे। हम अपने समुदायों और तकनीकों को उन लोगों की आवश्यकताओं के अनुसार अनुकूलित करेंगे जिनकी हम सेवा करते हैं। जब हम नि: शुल्क ज्ञान के अन्य रूपों को शामिल करते हैं, हमारा लक्ष्य होगा कि यह परियोजनाएँ विकिपीडिया की तरह सफल होंगी।

एक समावेशी आंदोलन: हम अपनी दुनिया की विविधता को प्रतिबिंबित करेंगे। हम भाषा, भूगोल, आय, शिक्षा, लिंग पहचान, धर्म, उम्र और अधिक विभिन्न पृष्ठभूमियों से जुड़े हुए लोगों का हमारे आंदोलन में स्वागत करेंगे और उन्हें हमारे आंदोलन में शामिल करेंगे। हम आंदोलन शासन में नेतृत्व और प्रतिनिधित्व के लिए हमारे मतभेदों और समान अवसरों का जश्न मनाएँगे। हर पृष्ठभूमि से लोग हमारे आंदोलन को अपना मानने के सक्षम होंगे और उनके पास, व्यक्तिगत तौर पर या समूह और संगठनों के एक नेटवर्क के हिस्से के रूप में योगदान देने के अवसर होंगे।

२०३० तक, हमारे आंदोलन को दुनिया भर में वितरित किया जाएगा और स्थानीय संदर्भों के लिए अनुकूलित किया जाएगा।

सभी जगह पर मौजूद लोगों की सेवा करना: जहाँ भी लोग हैं हम वहाँ मुफ्त ज्ञान उपलब्ध करवाने के लिए काम करेंगे। हम मौजूदा समुदायों के साथ-साथ दुनिया भर के उन क्षेत्रों में भी सेवा करेंगे जहाँ अभी तक बहुत कार्य नहीं हुआ है, जैसे एशिया, अफ्रीका, और दक्षिण अमेरिका में और इन समुदायों का समर्थन करके विश्व स्तर पर विकिमीडिया उपस्थिति का विस्तार करेंगे। हम लोगों को हमारे साझे ज्ञान तक पहुँचने और योगदान देने से रोकने वाली सामाजिक और तकनीकी बाधाओं को तोड़ देंगे। हम नए समुदायों और पाठकों को संलग्न करने के लिए स्थानीय संदर्भों से मेल खाने वाले कार्यक्रम और उत्पादों को डिज़ाइन करेंगे, और साथ ही हम लगातार हमारे विचारों का (पुनः)मूल्यांकन करेंगे।

स्थानीय रूप से प्रासंगिक और टिकाऊ: हम अनुकूलन और नवाचार के लिए शक्तिशाली उपकरण के रूप में और हमारी तटस्थता पर प्रभाव डालने वाले काउंटरों के रूप में वितरित और विविध स्थानीय समुदायों की ताकत को पहचान लेंगे। हम स्थानीय साझेदारी और स्थायी रिसोर्सिंग के अवसरों को अपनाएँगे, और वैश्विक संसाधनों को पारदर्शी, न्यायसंगत तरीके से आवंटित करेंगे, जो सभी आवाजों की भागीदारी का समर्थन करेंगे। हम अपने स्थानीय अनुभव साझा करेंगे और हमारी वैश्विक गतिविधियों के बारे में एक दूसरे से सीखेंगे। हम आत्मनिर्भरता और स्वायत्तता को हमारे इरादे और मूल्य के साथ संतुलित करेंगे।

आगे क्या होगा

सितंबर २०१७ में, हम इस भविष्य के लिए मिलकर काम करने के हमारे इरादे की घोषणा करेंगे। हम इस चर्चा के अगले चरण में सद्भावना से भाग लेने और विकिमैनिया २०१८ तक भूमिकाओं, जिम्मेदारियों और संगठनात्मक रणनीतियों पर सहमति बनाने के लिए प्रतिबद्ध होंगे जो हमें उस भविष्य को लागू करने में सक्षम बनाएँगी।

हम हमारे आंदोलन की जरूरतों को हमारी निजी जरूरतों से ऊपर रखने की प्रतिज्ञा करेंगे, और हमारे आंदोलन को हमारी साझी दिशा में लेकर जाने के लिए हमें सक्षम बनाने वाली संरचनाओं, प्रक्रियाओं और संसाधनों को खोजेंगे।

Therefore, it is natural that this shared vision is the basis of the direction that has emerged. The direction goes beyond, though, and invites us to focus on the infrastructures we need to move closer to that vision.

Our strategic direction: Knowledge equity

The goal of the Wikimedia movement for 2030 is to make it possible for anyone in good faith to join us in our quest for free knowledge. Together, we will advance our world by creating knowledge that fully represents human diversity. Some of us will carry on creating and using content as we have done in the past. As a movement, we will go further: We will focus our efforts on the knowledge and communities that have been left out by structures of power and privilege. We will build fair systems for creating different forms of trusted knowledge. We will welcome people from every background to build strong and diverse communities. We will break down the social, political, and technical barriers preventing people from accessing and contributing to our shared knowledge.

Reasoning: Why we will move in this strategic direction

Aspirations: What we all want

Our collective adventure started as an experiment: a drafting space where anyone could contribute information for inclusion in a free encyclopedia reviewed by experts.[2] Wikipedia soon became much more than its origin story, and today it is considered by many as a source for information[3] whose role is to collect knowledge.[4] Wikimedia communities now stand for ideals of freedom of information and social progress fueled by free knowledge for everyone.[5][6] The vision of the Wikimedia movement describes this expanded scope well: “a world in which every single human being can freely share in the sum of all knowledge.”[7] Beyond the encyclopedia, our common aspiration has three components: creating a body of knowledge that is comprehensive, reliable, and of high quality; doing so in a participatory way, open to everyone; and engaging everyone across the globe.

Strengths of Wikimedia: What we shouldn't change

The original premise of Wikimedia is that knowledge is built by people, who themselves are the basis of communities.[8] Good-faith collaboration is the best way we know to create knowledge of high reliability or quality, and it's at the core of the Wikimedia culture.[9] The idea that anyone can edit is so radical that we joke that it can only work in practice, not in theory.[10] And yet, it does: What we have accomplished in our first 16 years of existence shows the success of this approach. Wikimedia communities have been able to go from nothing to millions of pages, media files, and data items, in hundreds of languages.[11] Beyond the web, communities have self-organized in groups and are advancing the efforts of the movement around the world. All those approaches are strengths that we must preserve.

Limits of Wikimedia: What we should improve

We are still far from having collected the sum of all knowledge. Most of the content we have created is in the form of long-text, unstructured encyclopedia articles and still images,[citation needed] which leaves out many other types of knowledge. Our current communities don't represent the diversity of the human population,[citation needed] which has created gaps of knowledge[12][13] and systemic biases.[14] Readers often question the reliability of the content we create,[15] notably because it is not accurate, not comprehensive, not neutral, or because they don't understand how it is produced, and by whom.[16]

In terms of collaboration, joining and participating in Wikimedia communities can be challenging. The low barrier of entry from our early years has now become insurmountable for many newcomers.[17] Some communities, cultures, and minorities have suffered from this exclusion more than others.[citation needed] Our success has generated an overwhelming amount of maintenance and monitoring,[citation needed] and we have addressed them with tools and practices that have turned good-faith community members away.[18] Other types of contribution beyond editing aren't recognized as equally valuable,[19] and the structures of our movement are often opaque or centralized, with high barriers to entry.[citation needed]

Beyond Wikimedia: What will change around us

In addition to internal challenges in the Wikimedia movement, there are also many external factors that we must take into account to plan for the future. Many readers now expect multimedia formats beyond text and images.[20] People want content that is real-time and visual and that supports social sharing and conversation.[21] There are also opportunities for Wikimedia to fill a gap in education,[22][23] by offering learning materials and communities.[33]

The populations we serve will also change: in the next 15 years, the languages that will be the most spoken are primarily those that currently lack good content and strong Wikimedia communities.[24] Similarly, population will grow the most in regions where Wikimedia currently reaches the least users, such as Africa and Oceania.[25] It will take 83 years for low-income countries to move their average school level from elementary to high school graduation.[26] The same regions face the worst restrictions to freedom of access to information online.[27]

Technology will change dramatically: Automation (especially machine learning and translation) is changing how people produce content.[28] Technology can also help offer more relevant, personalized, reliable content,[29] but it needs to be developed carefully.[30][31] As technology spreads through every aspect of our lives, Wikimedia's infrastructure needs to be able to communicate easily with other connected systems.[32]

The analysis of Wikimedia's current strengths and limitations paints the picture of a movement shaped by its early years. For Wikimedia to stay relevant in the future, we must improve and adapt, while protecting what makes us who we are.

Who we are, at our core, is a network of communities using tools and structures to document and understand our world together. Those underlying structures can be social, technical, online, offline, and often a combination of all. In the Wikimedia movement, structures are what brings individuals together to form communities that advance free knowledge. They are the mesh that connects us and the scaffolding that makes our work possible.

Structures permeate every area of our movement. Social structures are the functions we perform, the roles we play, the policies we follow, and the groups into which we organize. They influence the cultures that develop in our miniature societies. They govern who we accept into our communities, how we treat each other, and how we make decisions about our movement.

Data structures are what we must expand to support new formats and types of knowledge. Trust structures, both social and technical, are what we must develop to increase the reliability of our content. Access structures determine who can reach our movement in the first place. Technical interfaces and partnerships are the structures that enable the collaboration and exchange of information with other systems and institutions.

In a world that is becoming more and more connected, investing in social and technical structures isn't just a survival mechanism; It is a strategic advantage. It is how we ensure our place in the larger network of knowledge, and become an essential part of it. It is how we multiply our impact with limited resources.

It is how we become the roads, bridges, and villages that support the world's journey towards free knowledge.

An encyclopedia, and so much more: We will adapt to our changing world to offer knowledge in the most effective ways, across digital formats, devices, and experiences. We will adapt our communities and technology to the needs of the people we serve. As we include other forms of free knowledge, we will aim for these projects to be as successful as Wikipedia.

Reliable, relevant information: We will continue our commitment to providing useful information that it is reliable, accurate, and relevant to users. We will integrate technologies that support accuracy at scale and enable greater insight into how knowledge is produced and shared. We will embrace the effort of increasing the quality, depth, breadth, and diversity of free knowledge, in all forms.

By 2030, the Wikimedia communities will be supportive, inclusive, and offer diverse opportunities for participation.

A supportive culture: We will create a participatory culture that is enjoyable, rewarding, and supportive of anyone who wants to contribute in good faith. We will practice and encourage respectful collaboration and healthy debate. We will develop services that support positive experiences and lower the burden of maintenance, so that people can focus on enjoyable and creative work.

Different forms of participation: People everywhere will feel as though they have a role to play in advancing free and open knowledge. Community will be more broadly defined to include many forms of contributors, from editors to donors to organizers.

An inclusive movement: We will reflect the diversity of our world. We will welcome and include people into our movement from a wide variety of backgrounds, across language, geography, income, education, gender identity, religion, age, and more. We will celebrate and embrace our differences and equitable opportunities for leadership and representation in movement governance. People from every background will be able to find a home in our movement, with the opportunity to contribute as individuals or as part of a network of groups and organizations.

By 2030, our movement will be distributed around the world and adapted to local contexts.

Serve people everywhere: We will work to ensure free knowledge is available wherever there are people. We will extend the Wikimedia presence globally by supporting both existing communities and communities in underserved regions of the world, such as Asia, Africa, and South America. We will break down the social and technical barriers preventing people from accessing and contributing to our shared knowledge. We will design programs and products to match local contexts in order to engage new communities and readers, while continuously (re)evaluating our approaches.

Locally relevant and sustainable: We will recognize the strength of distributed and diverse local communities as powerful tools for adaptation and innovation, and as counters to influence on our neutrality. We will embrace local partnerships and sustainable resourcing opportunities, and allocate global resources in transparent, equitable ways that support participation of all voices. We will share our local experiences and learn from each other to inform our global activities. We will balance self sufficiency and autonomy with intention and values we all share.

What comes next

In September 2017, we will declare our intent to work together towards this future. We will commit to participating in the next phase of this discussion in good faith and to come to an agreement, by Wikimania 2018, on roles, responsibilities, and organizational strategies that enable us to implement that future.

We will pledge to put the needs of our movement above our own, and to find the structures, processes, and resources for our movement that enable us to best move towards our common direction.
