Universal Code of Conduct Coordinating Committee (U4C)


The Universal Code of Conduct Coordinating Committee (U4C) is described in the Enforcement Guidelines as:

a co-equal body with other high-level decision making bodies (e.g. ArbComs and AffCom). Its purpose is to serve as final recourse in the case of systemic failures by local groups to enforce the UCoC. The U4C’s membership shall be reflective of the global and diverse makeup of our global community.

The U4C is also responsible for organizing the annual review of the Universal Code of Conduct and its Enforcement Guidelines. It can be reached via email to u4c(_AT_)lists.wikimedia.org.

Charter

The U4C Charter outlines the policies, procedures and processes that will guide the U4C’s work.

The Charter outline the organization of the Committee, including the purpose and scope of the Committee’s work, its responsibilities and eligibility and election processes for Committee members.

Following sections cover the internal expectations around conduct, recusal and the transparency and confidentiality of the Committee’s work. The remaining sections cover the processes to monitor, review and support the UCoC and Enforcement Guidelines. The sections cover providing tools and training for the community to use with the UCoC and Enforcement Guidelines as well as how the U4C will engage and interact with the Wikimedia Foundation and other movement government structures.

The Charter was developed by a Building Committee and was ratified through a movement-wide vote in January-February 2024.

Election

Global group

Universal Code of Conduct Coordinating Committee members are added to a custom u4c-member global group, which grants them the ability to view abuse filters, deleted content, and IP address information on all WMF wikis. Specifically, the group provides the following permissions:

  • View the abuse log (abusefilter-log)
  • View detailed abuse log entries (abusefilter-log-detail)
  • View log entries of abuse filters marked as private (abusefilter-log-private)
  • View abuse filters (abusefilter-view)
  • View abuse filters marked as private (abusefilter-view-private)
  • Search deleted pages (browsearchive)
  • View deleted history entries, without their associated text (deletedhistory)
  • View deleted text and changes between deleted revisions (deletedtext)
  • Enable two-factor authentication (oathauth-enable)
  • View hidden abuse log entries (abusefilter-hidden-log}}
  • Retrieve information about IP addresses attached to revisions or log entries (ipinfo}}
  • View IP addresses used by temporary accounts (checkuser-temporary-account)
