Criteria for being Free

What is the criteria for being listed on this page? In other words, how is "Free" defined on Wikipedia? The first product I selected (JGraph) led me to the manufacturer's site which gave me the opportunity to download a "fully functioning evaluation", however it was obvious I would have to pay to use the product (starting at about USD 5,000).
