Current status
We have a barebones prototype up on a Mediawiki test environment – anyone is welcome to register an account on Wikimedia Labs or try it out anonymously (it's a wiki, so your IP will be recorded). This prototype has not yet received a visual design treatment; it's only meant to showcase the basic mechanics of posting a new topic, replying to topics, and moderating content.
