In the wake of the tragic events of the last quarter of 2013 (Bohol magnitude 7.2 Earthquake, Typhoon Haiyan), and in response to the urgent need of documenting Philippine cultural properties that are in danger of deterioration, man-made intervention and natural disasters, Wikimedia Philippines is spearheading a nationwide heritage documentation and cultural mapping project, which involves volunteers and experts in the field of Philippine cultural heritage. The documentation work, done by the volunteers and reviewed by the experts, will be made publicly available on all platforms that support works placed under the Creative Commons and Open Data licenses (Wikipedia, Wikimedia Commons, Flickr, www.philippineheritagemap.org)

  • To come up with a single, comprehensive and authoritative map, repository and reference of the most recent photo & text documentation of all cultural properties in the Philippines, as defined by the Philippine Cultural Heritage law. All content and data produced by the volunteers during the project year will be placed under Creative Commons Attribution-ShareAlike 3.0 Unported License and Open Data, and will be aimed towards
    • enriching Philippine-related topics/content in Wikipedia
    • use as reliable reference for academic purposes, as well as further documentation and heritage conservation initiatives by the national and local government agencies and the heritage/education sector.
  • To equip volunteers with the necessary knowledge, skill-set, tools and resources to enable them to become active contributors in Wikipedia and Wikimedia Commons.

Measures of success

Please provide a list of measurable criteria that will be used determine how successful the project is. You will need to report on the success of the project according to these measures after the project is completed.

  1. Sign-up a minimum of 54 volunteers during the whole duration of the project (all of which have signed a Memorandum of Agreement with Wikimedia Philippines).
  2. Each volunteer to document a minimum of 50 cultural properties during the course of 355 project days, which will translate to at least 50 new/updated Wikipedia articles and 250 images (minimum of 5 images per cultural property). The minimum numbers, therefore, would be 2,700 new/updated Wikipedia articles about Philippine cultural properties, and 13,500 new images licensed under CC-BY-SA 3.0, by the end of the project.

Project scope and activities

This section describes what will happen if this project is funded. Who will do what, and when?

List of activities
  1. Preparatory activities leading to the series of volunteer workshop schedules (for one whole month, starting Feb. 15, 2014)
  2. Setting up a website (www.philippineheritagemap.org) which will be the main map to be used by the volunteers
  3. Conducting an experts-facilitated 4-day workshop in Manila for selected volunteers. The workshops will cover the following topics
    1. Fundamental Concepts of Built Heritage in the Philippines
    2. Techniques in Photography for Heritage Documentation
    3. Uploading and Organizing Photos on Flickr
    4. Creating and uploading content/articles on Wikipedia and Wikimedia Commons
    5. Proper annotations and citations on Wikipedia articles
    6. Mapping using MapsMarker (hosted on the website)
    7. Open and Free Culture of Knowledge
    8. Volunteer Empowerment
  4. Providing volunteers with allowances for transportation/accommodation during the whole project year in order to accomplish their responsibilities (subject to auditing and reporting policies as set by WMPH)
  5. Review and curation of documentation works by the facilitators and experts
  6. Activities for volunteer progress monitoring, coaching and follow-throughs
  7. Quarterly reporting of project progress and milestones achieved

  1. WMPH will partner with implementing project managers and experts in Philippine cultural heritage and heritage documentation, in facilitating this project. The following people are:
    1. Joel Lucky Aldor (Heritage Expert, Curator & Project Manager) — National Museum of the Philippine Heritage Volunteer Specialist, Author of the book "Philippine Church Ceiling Paintings”, Web Developer and Project Manager for AIG Shared Services Philippines
    2. Manuel Maximo Lopez del Castillo Noche (Heritage Expert & Curator) — Chief Architect & CEO for Arconic, Inc., Architect Professor, College of Architecture, University of Santo Tomas, and Author of two books: “Lonely Sentinels of the Sea: Spanish Colonial Lighthouses of the Philippines” and “Puentes de España en las Filipinas: Spanish Bridges in the Philippines”

  2. A total of 67 volunteers have expressed their interest to take part in the project.
  3. After a careful study of available online mapping tools, MapsMarker Pro was deemed fit for the objectives of the project. Thus the project will entail purchasing a single, non-expiring license of MapsMarker Pro Wordpress plugin (www.mapsmarker.com), which will allow volunteers and curators to properly organize, categorize and display mapping information using layers, tables and other metadata. Maps from Open Street Map will be used as the official map tile. All mapping information uploaded by the volunteers will be placed under the Open Data license, through the MapsMarker API.
  4. The project will heavily use Flickr for uploading and organizing photos placed under CC-BY-SA 3.0, which will eventually be used for updating content on Wikipedia articles and Wikimedia Commons, using the Flickr2Commons tool. Flickr provides an efficient way for volunteers to make their photographs publicly available in an organized manner, through photosets and collections.
  5. The project will use certain collaboration tools such as Meta-Wiki for project management and reporting tasks

Fit to strategy

  1. This project aims at laying the groundwork for empowering at least 54 new volunteers to contribute new articles/documentation work for Wikipedia and Wikimedia commons.
  2. Although this is essentially a crowdsourced project, this will involve review and curation of experts in the field of Philippine cultural heritage, ensuring that the works uploaded by the volunteers are factually accurate and of good quality.
  3. This project will complement the other WMPH projects during the project year, such as Wiki Loves Monuments, and its activities could be integrated to them whenever possible.
  4. This project will help attract interest with new volunteers who may sign up in the succeeding annual workshops and similar activities of Wikimedia Philippines, and eventually turning them into active Wikipedia contributors.

This project will greatly benefit local OpenStreetMap mappers, Wikipedia Tagalog, and other Philippine language Wikipedians.
Please provide a brief statement about how the project is related to other work in the Wikimedia movement. For example, does the project fit into a work area such as GLAM, education, organizational development, editor retention, or outreach?
This project fits perfectly into GLAM, as new material with the most recent state of the heritage structures of the country will be contributed by the volunteers. Through a new way of engagement, the project also aims to train, sustain and retain volunteers into becoming active contributors/editors for Wikipedia and Wikimedia Commons.
If successful, will the project have the potential to be replicated successfully by other individuals, groups, or organizations? Please explain how in 1–2 sentences.
A well-planned, comprehensive and publicly-accessible documentation effort will greatly benefit heritage conservation efforts of the local and national government units, as well as heritage conservation initiatives and cultural heritage education of several independent groups and organizations around the country. This project is spearheading an open and free culture of information dissemination about cultural heritage--something that has not been done in the Philippines, at least on a large scale--and we encourage other groups to create similar initiatives under a free and open culture.

We plan to invite reporters from several media organizations (Rappler, ABS-CBN News, TV5 Interaksyon, etc.) to write articles for their respective columns about this project to create positive awareness in the mainstream, as well as increase our presence in the local heritage scene. Towards the end of the project, we will inform the LGUs, national government agencies and educational institutions (through personal invitation letters from Wikimedia Philippines) to start using the Philippine Heritage Map (www.philippineheritagemap.org) for their own purposes, and to add more data into the map/repositories (this is planned for further implementation on the succeeding activities after this project).
