Subdividing Indian railway station stubs

The result of the debate was create.
Category:Indian railway station stubs is now standing at 897 articles and one stub template, {{India-railstation-stub}}; there are no sub-categories. India has 29 states and 7 Union territories; I don't know of any grouping of states that would reduce the number of subdivisions below 36. Not all have railway stations (Category:Railway stations in India by state has 31 direct sub-categories, of which 28 are for states and three are for the Union territories of Chandigarh, Delhi‎ and Puducherry‎; there is no category for Sikkim state or four of the Union territories), so I propose to create a stub template for each of the states or Union territories where railway stations exist and where there is at least one stub article already. Initially they will all be upmerged; but once we have determined how many articles can use each of the new stub template, we can create stub categories for some of the states.
