Prof. Pramod Kumar

Pramod Kumar is an Indian social scientist and policy adviser. He has served as director and later chairperson of the Institute for Development and Communication (IDC), Chandigarh. Kumar was chair of the Punjab Governance Reforms Commission (2009–2017) and of the Haryana Governance Reforms Authority (2017–2022).[1][2]

His work has focused on governance reforms, electoral politics, social development, and conflict studies. He has written on citizen-centric service delivery, administrative simplification, and the politics of development in India.[3][4]

Institute for Development and Communication

Kumar has been associated with the Institute for Development and Communication (IDC) in Chandigarh, where he has served as director and later as chairperson.[5]

Punjab Governance Reforms Commission

The Government of Punjab established the Punjab Governance Reforms Commission (PGRC) in 2009 and reconstituted it in 2012. Kumar was appointed as chair, with the commission tasked to recommend citizen-centric reforms, rationalisation of affidavits, and implementation of right-to-service measures.[2][3][6][7]

Haryana Governance Reforms Authority

In January 2017, the Government of Haryana set up the Haryana Governance Reforms Authority (HGRA) under Kumar’s chairmanship.[1][8][9]
