The Instituto Distrital de las Artes (IDARTES) is a public establishment of the Capital District of Bogotá, Colombia, responsible for managing public policies related to artistic practices in the city. The entity has legal personality, administrative and financial autonomy, and is attached to the Secretariat of Culture, Recreation and Sports of Bogotá.[1]

History

IDARTES was created through Decree 440 of 2010 and began operating in March 2011. Its establishment responded to the need to articulate and strengthen the city's artistic sector, which was characterized by informality, dispersion and management difficulties.

Throughout its trajectory, IDARTES has managed an extensive network of cultural facilities, including the Planetarium of Bogotá, the District Cinematheque, the Jorge Eliécer Gaitán Theatre[2], the Santa Fe Gallery and the María Mercedes Carranza Mobile Stage. It also promoted the opening of new spaces such as the El Ensueño Theatre and El Castillo de las Artes, in addition to the modernization of existing infrastructure. Its programming includes high-impact festivals such as Rock al Parque[3], Jazz al Parque and other outdoor and free events[4][5] that have made the city a reference point for public access culture.

IDARTES implements the district's cultural public policies in artistic matters through the administration of public resources allocated to the artistic and cultural sector, the coordination of development programs and the facilitation of citizen access to artistic practices.

The institution has consolidated training programs aimed at children and youth, as well as grant calls that have benefited thousands of local artists.

The institute operates four main programs:

  • District Grants Program: Awards scholarships, internships, residencies at local, national and international levels, and administers one of Colombia's most important literary prizes in the categories of novel, short story and poetry.
  • Jury Bank: Provides fees to evaluators of projects submitted to the District Grants Program.
  • District Concerted Support Program: Offers technical and financial support to non-profit organizations.
  • Public invitations: Specific calls independent of the previous programs.

Institutional coordination

IDARTES is part of Bogotá's cultural ecosystem along with the Gilberto Alzate Avendaño Foundation (FUGA), the Institute of Cultural Heritage (IDPC) and the Bogotá Philharmonic Orchestra (OFB), all under the coordination of the Secretariat of Culture, Recreation and Sports.

The institution establishes alliances with public, private and community actors at local, regional, national and international levels to expand the reach of its programs and optimize the use of available resources.
