Universal Code of Conduct Coordinating Committee (U4C)

Universal Code of Conduct Coordinating Committee non-voting members assist the U4C in its responsive and proactive work in promoting and ensuring compliance with the Universal Code of Conduct. Non-voting members are granted full access to all U4C resources and information, and can participate in all aspects of U4C business, except they cannot participate in votes. Non-voting members are selected under section 1.3 of the charter to fill gaps in knowledge and experience among the elected members of the U4C and so non-voting members and are expected to meet the UCoC member eligibility criteria.

Non-voting members fill an advisory function similar to advisory members on the Ombuds Commission. They are encouraged to actively participate in case discussions and fact finding, can read and respond to emails on behalf of the U4C as appropriate, and can help to summarize findings of fact and proposed motions (and edits to motions) as part of U4C casework. However, while they may voice their opinion in U4C discussions, they are not eligible to vote on U4C decisions - such as which motions are implemented, etc. Non-voting members are not clerks; clerks usually perform defined functions at the direction or on behalf of the committee, while non-voting members have the same range of actions of voting members, except they may not vote.

Membership and term length

Non-voting members are appointed by majority vote of the U4C to a specified term. Terms are set by the U4C at the time of each appointment and are typically one year in length. There can be up to four non-voting members appointed by the U4C at a time.

Non-voting members are required to sign the confidentiality agreement and abide by it in their use of advanced permissions and access to information.

Volunteering and criteria

The U4C accepts applications to serve as a non-voting member on a rolling basis. In order to apply, please create a section below with your username as the subject line, and fill in the information preload. This includes a brief description of your wiki experience, why you want to serve as a non-voting member on the U4C, and a description of the knowledge or experience that you would bring to the U4C that it may lack, or could otherwise benefit from.

In preparing your application, consider highlighting factors such as the current geographical composition of the U4C, whether any significant regions or language groups are underrepresented, and whether any specific types of lived or on-wiki experience may be missing from the U4C's current membership. You are also welcome to consider other factors, such as unique experiences or perspectives that you would bring to the U4C other than those based on demographics or experience. Generally, appointed non-voting members will have experience as an administrator or with other advanced rights (e.g. checkuser or arbitrator) on at least one project.

Your application will remain public for up to two weeks, and other users are welcome to provide their thoughts during that time, including by emailing the U4C. Comments that describe points in favour or against the appointment of a non-voting member will be considered by the U4C in making their decision. Please note that this process is not a vote - comments simply indicating support or opposition will not be given serious consideration. Following the public application, the U4C will invite successful applicants to fill out a more detailed application and will offer feedback to unsuccessful applicants.

The decision to appoint a non-voting member, or to not give a candidate further consideration, is entirely at the discretion of the U4C. Candidates who are not selected for appointment should consider running for an elected voting seat during the next U4C elections.

Biography

I started editing Wikipedia in late 2019 as an editor conducting minor edits and correcting typos. Today, I have made up to 49,000 edits across Wikimedia projects. I am an administrator on Hausa Wikipedia, a New Page Reviewer on English Wikipedia, and also a student in Counter Vandalism on English Wikipedia. My passion stems from my zeal for contributing to the sharing of free knowledge worldwide, and I found Wikimedia's mission and vision very appealing and fulfilling. I have a deep knowledge of Wikipedia guidelines and policies, and I'm a continuous learner, always curious about new things. My experience ranges from mentoring and guiding new editors, fighting and tackling vandalism, as well as advocating for gender equality both on and off wiki, through the Wiki Loves Women's SheSaid Campaign. I am a firm believer in justice and equality, which are essential to the development of any community.

Why I am applying

My experience through editing and later as an administrator led me to lots of encounters with other editors from around the world, and thus, my interest in the UC4C right from its inception. I came to realise that there is a great need for a medium where editor interactions are scrutinized for a healthy atmosphere. There's a need for a system that holds editors accountable for their actions. These actions range from editors who violate the Wikimedia Code of Conduct to sysops who abuse their power. There is also poor recognition and presentation of editors from underrepresented communities in Wikimedia activities, more especially from minority communities in Sub-Saharan Africa. I hail from the Hausa community in Nigeria, with lots of potential editors, yet we lack representation in decision making committees. Hence, I am applying to join the UC4C Non-voting committee.
