Error codes 0xc1900101 - 0x20017 are usually related to driver problems.
It is recommended to try to create a new user to exclude third party software etc. and then complete the in-place upgrade as follows:

- After creating a new user, sign out from the current user and then log in to the new user and start the in-place upgrade as follows:
a. You can go to the following link to find the corresponding ISO for download: Downloads & Keys - Visual Studio Subscriptions
microsoft.com/licensing/servicecenter/default.aspx(VLSC is currently offline, you can download it from M365 instead.)
b. Locate the Windows server installer media and select setup.exe.
c. Follow the installation wizard
