. This is a pre-1945 Korean name, and the current place exists in North Korea so it's unlikely the common name would be the South Korean Revised Romanization of Korean system. - That's not an adequate identification of the topic. It completely removes the basic identification of the subject. Lots of documents contain numbered articles. For example, Article 23 of the Universal Declaration of Human Rights is about the right to free choice of employment and participation in labor unions. Article 23 of the Constitution of India is a prohibition of trafficking in human beings. Article 23 of the Constitution of Kenya gives courts the right to enforce the Kenyan Bill of Rights. - There aren't a huge number of independent sources about this organisation, and those that I can see seem to be mostly news articles written at the time it was set up in 2015. For example [1][2][3]. The sources in the article generally don't mention it as well. As such, I'm not convinced it even meets WP:GNG, and even if it does, the WP:NAMECHANGES bar isn't met, as no secondary sources use the new name. As a final point, the name Psynapse currently points to a Marvel character, and I think that might be at least as much of a contender for primary topic as the organisation. — Amakuru (talk) 07:48, 21 March 2024 (UTC)
