Global blocks don't affect Meta-Wiki, so if your IP address or account is blocked, you can still appeal here. IP addresses or accounts that cause disruption on Meta should be reported at Meta:Requests for help from a sysop or bureaucrat instead of here so that they can be blocked locally.
Please describe the kind of cross wiki abusive activity you see from the IP or account. Saying an IP or account is a long term abuser is not helpful, but saying "IP vandalizes at ban.wikipedia, no.wikipedia and vi.wikipedia" is. This is especially important for range blocks. If you do not provide enough details, your request might be declined.

@Alaa: this LTA has been active on numerous wikis, not limited to just pt projects. He has been active at most pt projects, eswiki, glwiki, here on meta (check my talk page history and the AF log on my user page), which are the ones I remember quickly. This has been ongoing for a long time, which has prompted me to send an e-mail to T&S, which, if you want, I can forward, or send an edited one, to you or any other steward. Additionally, this is not the only range he uses, others can be found on the log of blocks I've made at ptwiki. They were all blocked there as I was tired of having to deal with this almost every day, editing countless times the AF123 at ptwiki, revdel'ing edits, asking for my talks to be protected, asking for deletions of my talks, asking for GAF additions, asking for global blocks hoping I can stop him before he vandalizes another wiki, always targeting the same users. It gets old quickly being told to go **** yourself everyday for (at least) 9 months. I fully support a global block of all his ranges:
with the setting "anonymous only", as this is a fairly large ISP here in Brazil. I know I may sound rude on this message, but I really am tired of this. This is Arturo Gustavo, who has been active since 2015, possibly earlier (this could be his first account). By the way, this account has already been Globally Locked and Hidden. This list was going to be considerably longer (as in have all ~631 entries), but then I realized they weren't all from this year so omitted 2018 (the vast majority). The first account in multilock is the master, which appears to have previously been missed. The next 14 are newly confirmed socks per the enwiki sockpuppet investigation and the rest are from the most recent archives of that investigation. I am requesting here as a few of the socks (Mikatanaki|Penangwiyiyi|, Podogosiminato, and Saeedjabbari) are already globally locked.
