Arguj Kalantarli (born December 7, 1981, in Nakhchivan, Azerbaijan) is an Azerbaijani civil servant and expert in civil protection, currently serving as the Secretary-General of the International Civil Defence Organization (ICDO). He has over 20 years of experience in emergency and humanitarian management, international cooperation, and disaster response, primarily within the Ministry of Emergency Situations of Azerbaijan.
Early life and education
editArguj Kalantarli studied at the Azerbaijan University of Languages from 1999 to 2003, earning a Bachelor's degree in Philology, specializing in English. He later completed a second bachelor's degree in International Law at Baku State University between 2009 and 2013.[1]
Career
editArguj Kalantarli began his professional career in 2005 at the State Customs Committee of Azerbaijan, serving as a Senior Inspector in the Department of Foreign Relations. His responsibilities included managing international cooperation and facilitating customs-related communication.[2]
In 2006, he joined the Ministry of Emergency Situations as Deputy Head of the International Activity Department. In 2007, he was appointed Head of the International Relations Department, where he served until 2025.[3]
During his tenure, he was involved in coordinating civil protection efforts, participating in international initiatives, and contributing to disaster preparedness programs and humanitarian aid efforts.[4]
Secretary-General of ICDO
editIn July 10, 2025, Arguj Kalantarli was elected Secretary-General of the International Civil Defence Organization (ICDO) during its third extraordinary session of the General Assembly held in Baku, Azerbaijan. He became the first Azerbaijani to hold this position.[3] He was unanimously elected in the first round, receiving the support of 23 member states, ahead of candidates from Serbia, Tunisia, and Burkina Faso.[5]
As Secretary-General, he has focused on strengthening international cooperation in disaster risk reduction, emergency response, and humanitarian assistance. He also promotes capacity-building initiatives among member states.[6]

editArguj Kalantarli has expressed the importance of unified global responses to humanitarian crises and emergencies, and has called for increased international collaboration in addressing natural and human-induced disasters.[7]

Personal life
