editThe construction of the controversial Caduang Tete Bridge in Macabebe, Pampanga—delayed since its initial October 2018 completion target—has become a controversial bridge in Pampanga in 2019. The project, which began in May 2018, has faced strong criticism from residents of Macabebe and Masantol due to repeated delays. DPWH officials assured the public of its completion this month, while Macabebe Mayor Annette Balgan warned the contractor of possible license cancellation and even a mass protest if the bridge is not opened by January 30, 2019..[1]
Collapse of Flood Control in Arayat Pampanga
editThe flood control projects in Arayat Pampanga has been awarded to Eddmari Construction and Trading by DPWH in 2023. [2]
What began as a ₱20-million flood control project in Candating, Arayat, Pampanga in 2018 has swelled into a ₱280-million fiasco under a single contractor — Eddmari Construction and Trading, owned by Edgar Saggum.
Despite receiving nearly ₱295 million in funding through multiple contracts — ₱91 million in 2023, ₱182 million in 2024, and ₱100 million in 2025 — the project has repeatedly collapsed.
All contracts were awarded to Saggum’s firm, whose owner is the brother-in-law of Congresswoman Anna York Bondoc-Sagum of Pampanga’s 4th District.
Senator Panfilo Lacson condemned the arrangement as a “morally wicked cycle of corruption.” A collapse last year placed 26 homes at risk, cementing the project’s reputation as a failure in flood protection. “May kamaganak ba o BFF siyang pulitiko mula sa lalawigan ng Pampanga? How can this contractor with an unusual share of controversies — including being delisted as DHSUD builder in 2023 — be trusted to rebuild its own consistently collapsing project,” said Lacson.[3]

editLacson identified Eddmari Construction as a favored contractor in Arayat, allegedly due to its ties with a Pampanga politician. He noted that the firm secured P274.8 million worth of contracts for the repeated repair of slope protection along the Pampanga River, divided into three phases in 2023 and 2024—up from just P20 million when it was first funded in the 2018 budget. According to documents from the DPWH and the Pampanga local government, Eddmari Construction, based in San Luis, Pampanga, is managed by Edgardo Sagum. San Luis Mayor Jayson Sagum and Vice Mayor Roman Sagum are his relatives.[4]
