Modesto Police Department (MPD) is the municipal police agency serving the city of Modesto, California. Established in 1884, the department provides public safety services to more than 218,000 residents within the city limits.[1]

The department has been covered by regional and national media for its pioneering use of drone technology,[2] its real-time crime center,[3] and the adoption of artificial intelligence in public safety initiatives.[4]

History

The department was formally established in 1884.[5] In 1934, it installed the first two-way police radio in California’s Central Valley, funded by community support through a local dance fundraiser.[6]

Organization

As of 2025, the department is led by Chief of Police Brandon Gillespie, with Assistant Chief Ivan Valencia.[7] MPD is structured around several divisions, including:

Real-Time Crime Center (RTCC)

MPD’s Real-Time Crime Center, launched in 2016, integrates surveillance cameras, drones, automated license plate readers, and predictive policing software to support proactive crime reduction.[8] In 2025, The Modesto Bee reported that the RTCC provides live video and social media alerts to improve situational awareness for officers.[9]

Air Support and Drone Program

The department began operating drones in 2016, starting with two units and expanding to nine by 2018, with 11 trained officers.[10] Local media reported in August 2016 that three newly deployed drones assisted in an arrest.[11] By 2018, CBS Sacramento noted that the drone unit was operating 11 drones and expanding its role in investigations.[12]

Technology and AI Initiatives

In 2025, MPD announced a pilot program incorporating artificial intelligence into its camera network to identify firearms, with alerts verified by human operators before officer dispatch.[13]
