Under Medicare, a plan operator is a private insurance company that offers and manages Medicare Advantage plans (Part C) or Medicare Part D plans. These plans are offered as an alternative to Original Medicare (Parts A and B). The plan operator receives a fixed payment from Medicare for each enrollee and is then responsible for covering the enrollee's medical expenses.
