Rcell is a telecommunications operator based in Qamishli (Kurdish: Qamişlo), Syria. It operates in areas under the administration of the Autonomous Administration of North and East Syria (AANES), offering mobile and fixed wireless internet services primarily over a 4G LTE network. The company was established in 2018 and began providing services in early 2019.1

Network and Infrastructure Rcell operates its own telecommunications infrastructure, including LTE and LTE-Advanced (4.5G) systems.2 The company’s services are distributed via towers installed across its coverage area. It also offers VoLTE (Voice over LTE) and eSIM functionality for compatible devices.3 The company is officially registered with the RIPE Network Coordination Centre under Autonomous System Number AS214707.4 Rcell has expressed plans to upgrade its infrastructure in preparation for 5G deployment, pending regulatory approval and equipment readiness.3 Services Consumer Services Rcell provides voice, SMS, and data services on both prepaid and postpaid plans. It also offers home and business internet through fixed wireless solutions using LTE technology.1 Business Services For enterprise users, Rcell offers static IP addresses, bulk SIM or eSIM provisioning, and VPN support. Business clients can also access centralized account management tools via web-based platforms.3

Digital Applications Rcell has developed several proprietary mobile applications intended to facilitate service access and user support. These include: • A self-care app for account management and data usage tracking • A unified authentication app for logging into Rcell platforms • A multilingual support app that offers offline assistance during outages • A troubleshooting app for reporting issues and tracking resolution status3

Community Engagement Rcell has participated in community initiatives including organizing a regional technology exhibition in Qamishli in collaboration with local authorities and businesses.3 The company has also supported training workshops, student sponsorships, and limited infrastructure development programs.3

Environmental Initiatives Rcell has introduced solar-powered systems to reduce reliance on diesel generators at base stations, claiming a reduction in emissions. It has also moved from printed recharge cards to digital voucher systems using QR codes to minimize waste.3
