Rupam Roy is an Indian banker and trade union leader. He is the current General Secretary of the All India Bank Officers’ Confederation (AIBOC) and the All India State Bank Officers’ Federation (AISBOF), two of the largest officers’ organisations in the country representing supervisory staff across public sector, private, regional rural, and cooperative banks.[1][2]

He is known for his leadership in wage negotiations, pension reforms, campaigns against privatisation, and the demand for a five-day banking week.[3][4]

Early life and banking career

Roy joined the State Bank of India (SBI) in 2001 as a clerk-cum-cashier, with his first posting at Roing in Arunachal Pradesh. In 2006, he was selected as a Trainee Officer and later served across multiple states in the North Eastern Circle. In 2008, he was posted to the Local Head Office in Guwahati, where he worked in the Human Resources Management System (HRMS) Department, gaining recognition for his effective handling of personnel matters.[5]

Rise in trade union leadership

Roy entered the officers’ trade union movement in 2010 when he was elected to the Central Committee of the SBI Officers’ Association (North Eastern Circle). In 2013, he became Secretary of Finance and took charge of the SBOA Public School, Guwahati, which he developed into one of the leading schools in the region.[6]

In 2015, at the age of 38, he was elected General Secretary of SBIOA (North Eastern Circle), succeeding veteran leader Samir Kumar Mukherjee. His leadership was marked by organisational growth and strong representation in disciplinary cases.[7]

National leadership roles

Roy’s influence expanded nationally when he became Senior Vice President of both AIBOC and AISBOF.

In December 2022, he succeeded Soumya Datta as General Secretary of AIBOC.[8]

In December 2024, he took over as General Secretary of AISBOF, succeeding Deepak Kumar Sharma.[9]

In June 2025, he was unanimously re-elected as AISBOF General Secretary for a three-year term.[10]

In July 2024, he was re-elected as General Secretary of AIBOC at its 13th Triennial General Council.[11]

Roy has been a central figure in trade union actions:

Negotiated the 9th Joint Note on wage revision, covering officers from entry level to general managers, impacting over 450,000 officers.[12]

Advocated a five-day banking week, citing work–life balance and global best practices.[13]

Opposed the privatisation of public sector banks, warning of risks to financial inclusion.[14][15]

Called for pension reforms and resolution of residual service issues.[16]

Strengthened representation in regional rural banks and cooperative banks.[17]

Promoted women’s participation in union activities.[18]

As Secretary & Correspondent of SBOA Public School, Guwahati, Roy has been active in governance, policy, and fee-setting. He has also represented the school at public functions, motivating students and strengthening its reputation.[19]
