Taiwan Think Tank Smart Consulting Co., Ltd. (TGSA) is a privately owned consulting firm headquartered in Tainan City, Taiwan. History
editTaiwan Think Tank Smart Policy Consulting Co., Ltd. (TGSA) was established in 2014. The founder had previously set up CoolWin Digital Technology in Tainan, and in the early days collaborated with clients to develop cram school software. This project received support from the Executive Yuan’s National Development Fund Angel Investment Program, securing government investment. The company subsequently continued to operate in the field of government subsidy project services.[1]
At the end of 2019, TGSA officially established the Taiwan Think Tank consulting organization. In the same year, the company opened an office in Taipei, formed partnerships with 20 universities, and expanded its client base to over 660 companies.[2]
In 2024, TGSA consulted 186 companies in applying for government subsidies. Its ESG consulting services assisted 187 companies in obtaining more than NT$70 million in ESG-related subsidies. Through intelligent upgrade implementation projects, the company has driven total corporate equipment investments of NT$150 million. To date, TGSA has assisted 1,031 companies in securing more than NT$739 million in subsidies.[3][4]

editTGSA provides consulting support for several government funding programs, including the Small Business Innovation Research (SBIR), Conventional Industry Technology Development (CITD), and Service Industry Innovation Research (SIIR) initiatives.[5]
ESG and Carbon Inventory Advisory
editTGSA provides a range of environmental, social, and governance (ESG) services, including gap analysis, carbon footprint measurement, and risk assessments related to the Carbon Border Adjustment Mechanism (CBAM). The firm also assists clients with sustainability report preparation, supports third-party verification processes, and offers internal training on carbon inventory tools.[6]
Digital Transformation and Training

Proprietary Software Platform
editTGSA developed the Carbon Audit System, a software-as-a-service (SaaS) platform designed to automate data collection, emissions calculation, and compliance reporting in accordance with international standards. Business Model
editTGSA’s business model is based on the framework outlined in Professor Ashish Nanda’s The Winning Professional Service Firm, published in the Harvard Business Review. In line with Nanda’s classification of consulting firm types, the company initially operated under the “Silver Hair” model, providing personalized subsidy consulting and ESG-related services. It later transitioned toward the “Procedural” model, developing a consulting service support platform. TGSA has stated that it intends to expand into the “Commodity” model, incorporating elements of a hybrid strategic framework.[7]
