Alabama is off topic

How is the Online Insurance Verification System used in Alabama relevant to this topic? Is it connected to the Onsite Identification and Verification System in any way other than having a similar name and the same initialism? The Alabama system is used for a different purpose, involving different classes of users and different data. It is a web service rather than a device, and had a different developer, the Alabama Department of Revenue and Center for Advanced Public Safety.
