Usage
Given an article name (param 1), finds the level number of last known nomination, and adds 1 to return the level number of the next nomination; i.e., the first level that does not yet exist.
Example

Notes
Limited to returning 10 as the highest level (based on ceiling of nine previous nominations checked).
