From this I can only conclude that better sources are not available. To avoid wasting further reviewer time on this draft, I am therefore now rejecting rather than merely declining this.

When an admin formats a draft page in a particular way, especially after rejecting it, then changing the order of things is a) completely unnecessary and b) childishly disruptive. Please stop, then go have a read of Wikipedia:Competence is required and think about whether you should continue contributing.
