No significant coverage in secondary sources makes this obscure section of an obscure Australian standard non-notable. The article is just a summary of the regulation, not an encyclopedia. Nothing worth merging into the main article - indeed similar content was deleted from that main article. This article appears to have been created as part of a university project; see this discussion on the Australian Wikipedians' notice board for related articles.
