• Keep. This is all content that was moved from private highway. There had been several remarks made that the pro and con arguments were silly to have in a general article about private highways, so I moved it. Per the general notability guideline, "A topic is presumed to be notable if it has received significant coverage in reliable sources that are independent of the subject."
