Delete. No useful hits in a WP:VG/RS custom Google search for either "Counter Strike Surf" or "Counter Strike Surfing". There were one or two trivial mentions and some hits on YouTube, where it seems to be a popular term, but I don't think that's nearly enough to establish notability.
