- Merge to Road surface (as a version of keep!). Loose chippings are a form of road surface dressing and there are plenty of reasonable sources, for example here. I have performed some basic cleanup and, as the article is new, it should be allowed time for construction rather than rushing to steamroller it as if it were a loose chipping. - Merge with soemthing on road maintenance. The content is valuable enough to keep soemnwhere, but we do not need a separate article.
