Redirect to State Library of Ohio. which mentions it, along with the other Ohio networking schemes, some of which are in fact notable. I don't see the usefulness of a category. Most of this libraries will never be suitable for articles, and what we really need is a list page, "Libraries in Ohio" Whether or not they belong to this network is not the most important thing about them sufficiently to make a category helpful.
