The article gives no claim of notability, and is written like a promotion. I tried tagging it for speedy deletion, but users keep removing the tags. Keep This is an official initiative by the Sri Lankan governemnt, and there is ample evidence immediately accessible from the links provided to support that. It has been reported in the press, for example in the Asian Tribune and the Sunday Times of Sri Lanka. The article is factual. I cannot see any possible justification for a speedy deletion, and significant government programmes, like legislation, should have a presumption of notability. If an article has weaknesses, they can be addressed in the usual way.
