- @Martinneame: If you're a reader of this article, it's nothing you need worry about; it's procedural stuff. See WP:SOFTDELETE and WP:PROD. The article was proposed for deletion ("PRODed") in 2009; the tag was removed, which is part of that process; as such this discussion could not simply be closed with minimal participation, per WP:SOFTDELETE.
